Portland Rural Living Assessment

What is it?

The draft Portland Rural Living Assessment report contains the key findings of the planning and economic assessment undertaken for the Shire’s largest rural living precincts west of Portland, in Bolwarra, Dutton Way, Allestree, and surrounding Narrawong.

The key findings outline the issues and opportunities that will need to be considered as part of any future rural living framework. This will help Council make decisions on how to manage rural living development and how to ensure an adequate supply of developable rural living land for the future.

This project will update the findings of the previous studies addressing rural living land within the Shire to guide Council’s rural land use planning activities within the ‘Portland Surrounds’ statistical area surrounding Portland.

Project Background

This work has been undertaken to complement the draft Rural Land Strategy, prepared to address rural conservation and farming zoned land, and the draft Portland Strategic Framework Plan that has been prepared for the urban area of Portland.

Progress Update

Targeted engagement sessions were undertaken with local real estate agents and property professionals between August-September 2019 to gain local insights about the local rural living market. Following on from these sessions, work was undertaken to further investigate the key issues and opportunities raised during consultation as well as other matters critical to the future of rural living development within the study area.

The culmination of this work (the draft Portland Rural Living Assessment) is now available for comment until 5pm Monday 3 February 2020 as is the draft Portland Strategic Framework Plan.
