Glenelg Shire unveils new Advocacy Prospectus

Glenelg Shire Council has launched its new Advocacy Prospectus, setting out clear priority projects to help unlock investment, strengthen local communities and drive the region’s future growth. The Prospectus was unveiled at a launch event last week, bringing together councillors, government representatives, industry leaders, and community organisations from across the region.
Glenelg Shire Mayor Cr Karen Stephens said the prospectus is more than a collection of projects.
"It is a statement of ambition and a shared vision for the future of Glenelg Shire. It reflects the aspirations of our communities, the opportunities before us, and the investments needed to support long-term growth.”
The seven advocacy priorities span community infrastructure and sport, tourism and events, freight and export infrastructure, critical minerals, and industrial development. Key projects include the Portland Recreation and Community Facility, Heywood female change facilities, the Casterton Rail Trail, a new Signature Events Growth Fund, targeted Henty and Princes Highway upgrades, the Bridgewater Road/Henty Highway overpass and initiatives to support critical minerals and port-linked investment.
Cr Stephens said Glenelg Shire was well placed to capitalise on the opportunities emerging across the region.
"Glenelg Shire already plays a pivotal role in Victoria's economy but at the same time, we are seeing exciting opportunities emerge across renewable energy, critical minerals, manufacturing, logistics, and tourism."
The Prospectus comes at a time of significant investment and infrastructure activity across the region, including upgrades to the Maroona-Portland Rail Line and growing interest in key economic sectors.
"Across our region, billions of dollars of public and private investment opportunities are taking shape, creating real potential for jobs, economic growth and stronger communities," Cr Stephens said.
"The question is not whether these opportunities exist. The question is whether we are ready to make the most of them."
The Advocacy Prospectus is aiming to deliver benefits for communities across the Shire while strengthening Glenelg’s role in the broader regional economy.
"Each priority plays a role in unlocking the next chapter of growth for our region," Cr Stephens said.
The Mayor said the benefits of these investments would extend far beyond Glenelg Shire.
"These investments support local communities, strengthen regional economies, improve freight and export capability, grow visitation and create the conditions for businesses and industries to invest with confidence."
Council will use the Advocacy Prospectus to engage with all levels of government, industry and key stakeholders to advance priority projects and secure investment opportunities for the region.
"We are proud of what our region contributes today, and we are excited about what it can achieve tomorrow," Cr Stephens said.
