Revenue and Rating Plan

The Glenelg Shire Council is inviting the community to provide feedback on its Draft Revenue and Rating Plan 2025–2029 (Draft Plan), which is now out for public comment. 

The Draft Plan was endorsed by Councillors this week at the May Council Meeting, with feedback open until 5pm, Thursday 19 June 2025. 

The Draft Plan is a requirement of the Local Government Act 2020 and is developed every four years following a Council election.  It sets out how Council proposes to generate income to fund essential services and infrastructure and support the delivery of the four-year Council Plan.  

Glenelg Shire Council Mayor Cr Karen Stephens said the Draft Plan plays a key role in ensuring Council remains financially sustainable while delivering on community expectations. 

“Rural Councils such as Glenelg Shire have limited funding streams and rely heavily on income from rates and Government grants, so it is vital that we adopt a sustainable model,” she explained. 

“Council is committed to offering services, which at times may be subsidised, for the betterment of the community. For example, an objective of this Draft Plan is that Council will continue to waive Street Trading permit fees so we can ensure a vibrant central business district in each town. 

“We encourage everyone to take a look at this important document and share their views.” 

The Draft Revenue and Rating Plan 2025–2029 is available to view online through YourSay Glenelg, Council’s engagement website, and in person at Council’s Customer Service Centres in Portland, Casterton and Heywood. 

Community members can have their say in the following ways: 

  • Online – complete the online form through the YourSay Glenelg website. 
  • Hard copy – drop in a hard copy submission at any of Glenelg Shire’s Customer Services Centres. 

Following the consultation period, Council will consider all feedback before presenting a final version of the Draft Revenue and Rating Plan 2025–2029 for adoption at the June Council Meeting.
