Feasibility studies signal economic momentum
Published on 24 September 2025
Three new feasibility studies are now underway in Glenelg Shire, supported by more than $1 million through the Portland Diversification Fund. The studies are part of the Allan Labor Government’s commitment to strengthening regional economies and guiding future investment.
The studies include:
- Bulk Liquid Storage Terminal: Led by Quantem, this study will assess the viability of a terminal at the Port of Portland to handle renewable fuels, fertiliser, maritime fuel, and edible oils. If constructed, the project could generate up to 120 jobs during the build phase and 12 ongoing roles.
- Red Asparagopsis Aquaculture Facility: Immersion Group will explore the potential for an onshore facility to cultivate red Asparagopsis seaweed, which can reduce methane emissions in livestock by up to 80%. The facility would support dairy farms across south-west Victoria.
- Future Portland Dashboard: Glenelg Shire Council will deliver the third initiative, titled Future Portland—an interactive dashboard designed to help stakeholders respond to economic changes linked to a major pipeline of projects. The dashboard will provide local data gathered from sectors including health, education, childcare, and housing. It aims to support strategic decision-making and increase resilience in the local economy.
This will be a collaborative initiative involving key service providers and stakeholders. Wannon Water, a recognised leader in futures planning, will be a key partner in the project.
